Ваш в'їзд під час контролю на кордоні з України до Польщі Прикордонна служба зареєстровала , про легалізацію перебуванння на цей момент хвилюватись не варто.

Якщо ваш в'їзд як громадянина України не зареєстрований, ви можете повідомити прикордоній службі та подати заявку про реєстрацію перебування. Заявка має бути подана не пізніше 60 днів після дати в'їзду. Для дітей заявка подається одним з батьків або опікуном. Заявку слід подавати в спеціальному форматі - приклад заявки буде доступпний в прикордонній службі.

Реєстрація вашого перебування дозволить вам скористатися з певних прав. Відповідно до змісту спеціального Закону про допомогу громадянам України, законне перебуваня з моменту прибутя,становить 18 місяців - починаючи з 24 лютого 2022 року. Якщо через ситуацію ви хочете залишитися в Польщі довше, вам необхідно буде подати заяву на отримання дозволу на проживанння.

Заява може бути подана не раніше ніж через 9 місяців з дати в'їзду та не пізніше ніж 18 місяців з 24 лютого 2022 року. Громадянам України, які перебувають в Польщі на законних підставах, присвоюється номер PESEL, тобто реєстраційний номер, на підставі якого визначається право на певні пільги. Для людей, які приїжджають з України, наявність номера PESEL не є обов'язковою. Однак, отримання номеру, значно полегшить подальше функціонування в Польщі та забезпечить доступ до грошових виплат. Номер PESEL надається дорослим і дітям - незалежно від віку. Надання цього номеру є безкоштовним.

Як отримати номер PESEL ?
Зверніться до найближчого муніципального управління. Там подайте свою заяву в письмовій формі (на папері) з читабельним власноручним підписом. В заповненні заяви, вам може допомгти працівник офісу муніципального управління. При подачі заяви необхідно додатково пред'явити документ, що підтверджує вашу особу. Для цього процесу потрібно додати фото. Проте фото можна зробити безкоштовно у вказаному офісом місці. У осіб старших 12 років, при подачі заяви будуть зніматись відбитки пальців. Варто пам'ятати аби подати адресу електронної пошти, номер телефону та вказати згоду на створення Профілю Довіри(Trusted Profile). Завдяки цьому, багато питань можна буде вирішити через Інтернет. З 16 березня 2022 року запрацює електронна система надання PESEL, яка має полегшити весь процесе.

Школи та дитячі садки

Скільки років вашій дитині? У Польщі обов'язкова освіта поширюється на дітей віком від 7 до 18 років. Діти молодшого віку можуть відвідувати дитячі садочки (від 3 до 6 років) і ясла (до 3 років). Учні з України можуть брати участь у безкоштовних уроках польської мови, які організовує школа, та отримувати психолого-педагогічну допомогу щодо пережитого досвіду.

Як записати дитину в садок чи школу:

• Знайдіть найближчий заклад: дитячий садок чи школу;
• Перевірте на сайті чи є додаткові місця для людей з України;
• Відвідайте заклад, взявши всі документи, що стосуються освіти дитини. Якщо вам потрібен перекладач - до прибутття в заклад напишіть повідомлення, наприклад на електрону пошту.
• Заповніть заявку на вступ. Якщо у закладі немає місць, Вас про це проінформують. Крім того, ви можете звернутися до відповідної опікунської ради (список нижче) або органу, відповідального за школу - там ви отримаєте інформацію про заклади, де є доступні місця.
• Якщо у вашої дитини є особливі потреби - зазначте окремо дану інформацію, і передайте їїї директору закладу. Попросіть інформацію щодо відповідного психолого-педагогічного консультативного центру - це місце, де здійснюється діагностика потреби дітей, видаються рекомендації щодо організації навчання та психолого-педагогічна допомога.

Яку інформацію ви повинні надати школі?

- інформацію про дитину, наприклад, стан її здоров'я або інвалідність,

- документи, що визначають форми допомоги для дитини, які мають надаватися в дитячому садку чи школі.

Документи не обов'язково перекладати польською мовою у присяжного перекладача. Ви можете звернутися до директора із проханням прийняти дитину до нижчого класу ніж це виникає із суми закінчених років навчання, на приклад з огляду на вік дитини.

Директор дитячого садка чи школи, за згодою одного з батьків дитини або опікуном, організовує навчання та підтримку дитини.

Знайдіть воєводство, в якому ви перебуваєте (мапа нижче) та вкажіть відповідну шкільну раду, щоб зв'язатися з україномовною людиною, яка може вам допомогти.

         Ваші діти не знають польської? Не турбуйтеся!

Пам'ятайте, що діти шкільного віку можуть:

• брати участь у додаткових уроках польської мови. Заняття можуть проводитися індивідуально або в групах на невизначений термін, не менше 2 годин на тиждень;
• навчитися на підготовчих курсах - навчання триває одинн рік з можливістю продовження до двох років. Занятя проводяться в групах до 15 учнів мінімально від 20 до 26 годин на тиждень. Учні вивчають польську мову та зміст окремих предметів у мірі, яка відповідає їхнім потребам та здібностям;
• скористатися допомогою особи, яка працює на посаді помічника вчителя та яка володіє мовою країни походження.
• користуватися додатковими факультативами з деяких предметів, що організовує школа, але не довше ніж на 12 місяців.

            Психолого-педагогічна допомога українським дітям

Учням з України може бути надана психолого-педагогічна допомога у зв'язку з їх міграційним досвідом. Допомогу організовує директор школи. Також може бути надана психолого-педагогічна допомога батькам учнів. Діти з особливими потребами можуть скористатися психолого-педагогічною допомогою в польських садочках і школах незалежно від наявності у них додаткових документів з цього приводу.

Деякі діти мають документи, які прирівнюються до рішення про необхідність спеціальної освіти - Висновок про комплексну оцiнку з IРЦ (Iнкюзивно-Ресурсный Центр)/Заключение о комплексной оценке с ИРЦ (Инклюзивно-Ресурсный Центр). У зв'язку з необхідністю надання допомоги з урахуванням потреб дитини в найкоротший термін, на думку Міністерства освіти і науки, ці документи не потрібно перекладати польською мовою присяжними перекладачами. Атестаційна комісія має враховувати інформацію, що міститься в цих документах.

Наявність атестата не впливає на те, який садок чи школу відвідує дитина. Діти з обмеженими можливостями навчаються в дитячих садках і загальноосвітніх, інтегрованих або спеціальних школахх. Щодо вибору школи чи садка вирішують батьки.

Якщо батьки не мають відповідної медичної документації, завданням лікаря, який входить до складу атестаційної комісії, має бути розв'язаня медичних питань,,, пов'язаних з виданням атестату.

Щодо терапевтичної допомоги слід повідомляти місцеві психолого-педагогічні консультаційні клініки. Найближчу клініку можна знайти в Інтернеті або запитавши її адресу в школі.

Хвилюєшся щодо свого здоров'я та здоров'я своєї дитини? Відповідно до положень Закону
про допомогу громадянам України, який легально проживає в Польщі, матиме гарантований доступ до системи охорони здоров'я на тих самих умовах, що й громадяни Польщі.

Працює цілодобова гаряча лінія NFZ, яка надає пацієнтам інформацію кількома мовами, зокрема українською. Зателефонувавши на безкоштовну гарячу лінію NFZ: 800 190 590 (безкоштовно), ви зможете отримати, наприклад, інформацію про те, де можна знайти найближчу медичну допомогу.

Гаряча лінія працює 24 години на добу, 7 днів на тиждень, також у святкові дні. Консультанти надають інформацію кількома мовами: польською, українсьською, англійською та російською.

Зателефонувавши на гарячу лінію, Ви можете отримати інформацію про:

• найближчий медичний заклад (поліклініка загальної практики - ПОЗ), медична допомога в нічний час (з 18.00 до 8.00 наступного дня) або лікарня,
• найближча аптека,
• як діяти у разі зараження коронавірусом, в які спосіб зробити тест.
• як записатися на вакцинацію від COVID-19.

Чи є у вас підтвердження легального перебування в Польщі? Це означає, що вам можуть призначити соціальну допомогу. Для її надання та виплати необхідно буде подати декларацію про особисте та матеріальне становище. Детальну інформацію можна знайти на сайтах Центрів соціального захисту населення.

Відповідно до положень Закону про допомогу громадянам України, громадянин України, який на законних підставах проживає в Польщі, має право:

• сімейні пільги
• допомога на дитину, якщо громадянин проживає в Польщі з дітьми,
• проєкт "добрий початок", якщо громадянин проживає у Польщі з дітьми,
• сімейний капітал опікуна, якщо громадянин проживає в Польщі з дітьми,
• дофінансуваня зі зменшення батьківської плати за перебування дитини в яслах, дитячому гуртку або з денним вихователем.

Соціальну допомогу надаватимуть воєводи та органи місцевого самоврядуваня. Вона може бути пов'язана не тільки з пільгами, в т.ч. за проживанння або надання повного денного харчування. Також Ви можете повідомити про свої потреби в центрах соціального забезпечення.

Крім того, буде також надаватися допомога у вигляді продуктових пакетів або харчування, співфінансованих разом з Європейським Союзом.

Відповідно до спеціального Закону, громадянин України, перебування якого в Польщі вважається законним і внесений до реєстру PESEL, має право на допомогу у вигляді одноразової грошової допомоги у розмірі 300 злотих на особу, призначену на утримання. Інформацію про спосіб подання та зміст заяви нададуть Центри
Соціального Захисту або Центри Соціального Обслуговуванння.

Робота

Відповідно до положень Закону про допомогу громадянам України, ви матимете право працювати в Польщі під час вашого законного перебуванння на території. Ви також можете зареєструватися як безробітний людина, що знаходиться в пошуках роботи. У цьому випадку не існує верхнього вікового обмеження для реєстрації, яке стосується громадян Польщі.

If you came to Poland due to the aggression in Ukraine, read what your rights are and what you need to do to ensure you and your children's safe stay in our country.

Have you safely crossed the border and are on Polish territory? Take a breath, you are safe now.

Your entry from Ukraine to Poland was registered by the commander of the Border Guard post during border control, you do not need to worry about its legalization at the moment.

In case your entry as a citizen of Ukraine has not been registered, then you can go to the Border Guard and apply for registration of your stay. The application must be submitted no later than 60 days from the date of entry. In the case of children, the application is submitted by a parent or guardian. The application should be submitted on a special template - it will be available at the Border Guard post.

Registering your stay will enable you to take advantage of certain entitlements. According to the wording of the Special Law on Assistance to Citizens of Ukraine, the duration of legal residence from the moment of arrival is 18 months - counting from February 24, 2022. If, due to the situation, you will want to stay longer in Poland-it will be necessary to apply for a temporary residence permit.

The application can be submitted no earlier than after 9 months from the date of entry, and no later than within 18 months from February 24, 2022. A citizen of Ukraine legally residing in Poland is assigned a PESEL number, which is a
registration number, on the basis of which the right to certain benefits is established. Having a PESEL number for people arriving from Ukraine is not mandatory. Having one, however, will greatly facilitate continued existence in Poland and provide access to cash benefits. The PESEL number is assigned to adults and children - regardless of age. Assigning the number is free of charge.

How to get a PESEL number?
Go to the nearest municipality office. There, submit your application in writing (in paper form) bearing your own legible signature. An employee of the office may assist you in filling out the application. When submitting the application, you will additionally need to show a document that proves your identity. The process requires you to attach a photograph. However, the photograph can be taken free of charge at the place indicated by the office. Persons who are at least 12 years old and
submit an application will also be fingerprinted. It is worth remembering to provide your email address, phone number and indicate your consent to set up a Trusted Profile. Thanks to this, it will be possible to arrange many matters
matters over the Internet. As of March 16, 2022, an electronic system for assigning a
PESEL, which is expected to facilitate the entire process.

Schools and Kindergartens

What age is your child? In Poland, compulsory schooling applies to children between the ages of 7 and 18. Younger children can benefit from kindergartens (from 3 to 6 years old) and nurseries (under 3 years old). Students from Ukraine can participate in free Polish language classes organized by the school and receive psychological and pedagogical care due to their migration experience.

How to enroll a child in school or kindergarten:

1. Find the nearest facility: kindergarten or school;
2. Check the website for additional about the number of places for people from Ukraine;
3. Go to the facility taking the documents you have about your child's education - if you need someone to help translate - write a message, for example, an email before showing up at the facility
4. Fill out the application for admission available at the institution. If there are no places in a particular institution, you will be informed - you can inquire about contacting the relevant Board of Trustees (list below) or the school's governing body - there you will get information on institutions that have places.
5. If your child has special needs - make a note of what they are and give them to the director of the institution. Ask for the designation of the appropriate Psychological and Pedagogical Clinic - this is the place where children's needs are diagnosed, recommendations are made for the organization of education and psychological and pedagogical assistance is provided.

What information should you provide to the school?

- Information about the child, such as the child's condition or disability,

- documents specifying the forms of assistance that should be provided in the kindergarten or school, if the child has them.

Documents do not need to be translated by a sworn translator into Polish. You can ask the director to admit your child to a lower grade than the sum of completed years of schooling, for example, due to the child's age.

The director of the kindergarten or school, in consultation with the child's parent or the person with day-to-day custody of the child, arranges education and support for the child.

Your children do not know the Polish language? No worries!

Remember that school-age children can:

• participate in additional Polish language classes. Classes may be conducted individually or in groups for a minimum of 2 hours per week for an indefinite period of time;
• pursue education in the form of a preparatory division - study lasts one year with the possibility of extension to two years. Classes are implemented in groups of up to 15 students at a minimum of 20 to 26 hours per week. Students implement the study of the Polish language and the content of individual subjects to the extent adapted to their needs and abilities;
• Use a native speaker employed as a teacher's aide
• Benefit from additional remedial classes in the subjects of study organized by the authority in charge of the school, but no longer than for a period of 12 months.

Psychological and pedagogical assistance for Ukrainian children

Students from Ukraine may receive psychological and pedagogical assistance in connection with their migration experience. The assistance is organized by the school director. Psychological and pedagogical assistance can also be extended to the parents of students. Children with special educational needs can receive psychological and pedagogical assistance in Polish kindergartens and schools regardless of whether they have additional documents in this regard.

Due to the need to provide support tailored to the child's needs in the shortest possible time, in the opinion of the Ministry of Education and Science, these documents do not need to be translated into Polish by certified translators. Adjudication teams should take into account the information contained in these documents.

Having a certificate does not affect which kindergarten or school a child attends. Children with disabilities are educated in mainstream, integrated or special kindergartens and schools. Parents decide on the choice of kindergarten or school.

If the parents do not have medical records, it should be the task of the doctor who is part of the adjudication team to resolve the medical issues involved in making the ruling.

As for therapeutic interactions, they should be reported to local psychological and pedagogical counseling centers. The nearest counseling center can be found online or by asking at the school for its address.

A 24-hour NFZ hotline is in operation, providing patients with information in several languages, including Ukrainian. At the NFZ toll-free hotline number: 800 190 590, for example, you can get information on where to find medical help.

The call is free of charge. The hotline works 24 hours a day, 7 days a week, including holidays. Consultants provide information in several languages: Polish, Ukrainian, English and Russian.

By calling the hotline you can get information on:

• the nearest medical facility (family doctor's clinic - POZ), medical assistance at night (between the hours of 18:00 - 8:00 the next morning) or hospital,
• nearest pharmacy,
• How to deal with a coronavirus infection, how to get a referral to test for the infection, and where to take a swab for testing,
• How to sign up for COVID-19 vaccination.

Do you have proof of legal residence in Poland? This means that you may be granted social assistance benefits. In order to grant and pay them, it will be necessary to submit a statement of your personal and financial situation. Detailed information is available on the websites of Social Assistance Centers.

Under the provisions of the Law on Assistance to Citizens of Ukraine, a citizen of Ukraine legally residing in Poland is entitled to:

1. family benefits
2. upbringing benefit if he resides in Poland with his children,
3. "good start" benefits, if he resides in Poland with his children,
4. family care capital, if he resides in Poland with his children,
5. to subsidize the reduction of a parent's fee for a child's stay at a day care center, children's club or day care provider.

Social assistance will be provided by governors and local governments. It can consist of more than just benefits such as housing or the provision of all-day collective meals. You can report your needs precisely at Social Assistance Centers.

In addition, assistance in the form of food parcels or meals, co-financed by the European Union, will also be provided.

On the basis of the special law, a citizen of Ukraine, whose residence in Poland is recognized as legal and who has been entered in the PESEL register, is entitled to assistance in the form of a one-time cash benefit of PLN 300 per person for living expenses. Information on how to submit and the content of the application will be provided by Social Assistance Centers or Social Service Centers.

According to the provisions of the Law on Assistance to Citizens of Ukraine, you will be entitled to work in Poland during the period of your legal stay in the territory. You may also register as an unemployed person or a job seeker. In this case, the upper age limit for registration that applies to Polish citizens does not apply.
